New PA Grants for Small Businesses

Berks

The Berks County Small Business New Start Grant Program is part of the Rebuild Berks initiative to help small businesses located in Berks County with under $3 million in revenue in their efforts to recover from the devastating impact of COVID-19. Grants of $10,000 to $50,000 are available for small businesses.

  • Application Dates: September 10, 2020 at 9:00 AM until 11:59 PM on September 23, 2020. This is NOT a first-come, first-served program. All applications will be reviewed equally once the application window closes.
  • Eligibility & Criteria:
    • Annual revenues (prior to March 1, 2020) of $3 million or less
    • 50 or fewer full-time employees 
    • Eligible businesses must have a primary physical operation in Berks County and have at least 51% of gross annual revenues generated in Pennsylvania.
    • Applicants must file a Pennsylvania tax return. Applicants will self-certify that 51% or more of revenues are generated in PA.

York

The YoCo Strong Restart Fund application will opened on August 28, 2020 at 1:00 PM with $10 million for small business support and $4 million for nonprofit support and remain open for 10 business days until September 11, 2020 at 11:59 PM. Eligible businesses and nonprofits can apply for grants ranging from $10,000 to $35,000 depending on revenue size. Please note that this is NOT a first-come, first-served program and that all applications will be reviewed equally once the application window closes. There is no benefit to submitting your application as quickly as possible, so take your time and be very thorough as you work through it.

  • Eligibility & Criteria:
    • Grants are available only for businesses with annual revenues (prior to March 1, 2020) of $3 million
      or less and have 50 or fewer full-time equivalent employees (FTEs), or for restaurants that have 75
      or fewer FTEs.
    • Grants are available only for nonprofits with annual expenses (prior to March 1, 2020) of $3 million
      or less and have 75 or fewer full-time equivalent employees (FTEs). Nonprofits must be incorporated
      as a 501c3, or 501c19.
    • Must operate in York County, Pennsylvania and must file a Pennsylvania tax return. In the case of nonprofit organizations, they will be required to submit their most recent 990.
    • Eligible applicants may be structured as C-corporations, S-corporations, limited liability corporations,
      partnerships, sole proprietors, independent contractors or self-employed individuals.
    • Applicants must have must have been in operation as of February 15, 2020.
    • Applicants must currently be operating or have a clear plan to re-open once the Commonwealth
      permits partial or full re-opening.

Lebanon

Lebanon County CARES Grants are for small businesses, nonprofit organizations, and tourism businesses.

  • Application Dates: 
    • Phase One: Grant application opened at 8:00 AM on September 1, 2020 and will close at 4:00 PM on September 15, 2020.
    • Phase Two: Grant application will open at 8:00 AM on October 15, 2020 and will close at 4:00 PM on October 30, 2020.
  • Eligibility:
    • Small businesses with fewer than 100 employees
    • Tourism businesses of all sizes
    • Nonprofit organizations as defined by Section 501(c)(3) or 501(c)(19) of the Internal Revenue Code of 1986
  • To apply, you will need:
    • EIN/SSN number 
    • Industry by NAICS Code
    • The year the business was established 
    • Number of employees (FT and PT) as of March 1, 2020
    • Legal Structure (C-Corp, LLC, LLP, S-Corp, Sole Proprietorship, Partnership)
    • Narrative of current and projected future impact on operations and intended use of funds
    • March-July 2019 Revenue Statement 
    • March-July 2020 Revenue Statement 
    • Copy of the Business’ Last Submitted Federal Tax Return (schedule F, C or 990)
    • Net Profit or Loss or revenue less expenses on most recent business tax return
    • Approximate amount of CARES Act Funding received to date
    • Unbudgeted expenses to-date as a result of COVID
    • Current operating status (not open, 25% capacity, etc.)

Adams

The Fund For Adams Investment And Recovery (FAIR) first application round began at 8:00 AM on Monday, August 17, 2020 and will continue through Thursday, September 17, 2020. Additional application cycles will be considered as the program progresses. 
  • Application Dates: 8:00 AM on Monday, August 17, 2020 and will continue through Thursday, September 17, 2020 (first round).
  • Eligibility:
    • Small businesses with less than 100 full-time employees
    • Tourism-related businesses, regardless of the number of employees
    • Behavioral health and substance use disorder treatment providers
    • Nonprofit organizations as defined by Section 501(c)(3) or 501(c)(19) of the Internal Revenue Code of 1986
    • Municipal governments are also eligible to apply for these funds but will be assisted through a separate application process.

Dauphin

Restore Dauphin County 

  • Application Dates: 8:00 AM on Monday, August 28, 2020 and will continue through 4:30 PM on Thursday, September 17, 2020. 
  • Eligibility for Small Businesses:
    • The applicant was and/or is negatively impacted by COVID-19, including loss of revenue and
      declines in cash reserves.
    • Applicants must have less than 100 employees to be considered (500 or fewer employees for
      tourism industry.)
    • Applicants must have been formed and in operation no later than February 15, 2020.
    • Applicants must be a for-profit business operated in Dauphin County.
    • Applicants that have accepted or received funding from the Paycheck Protection Program, Economic Injury Disaster Loan, or PA State CWCA program are eligible, but the level of funding received will impact the applicant’s competitiveness
  • Eligibility for Nonprofit Organizations:
    • Applicant was and/or is negatively impacted by COVID-19, including loss of revenue and declines in cash reserves.
    • Applicant must be operating in Dauphin County as evidenced by the organization’s legal address in Box C of IRS Form 990.
    • Applicant must deliver services in Dauphin County.
    • Applicants must be a 501(c)3 or 501(c)19 (Per Act 24) with an operating location in Dauphin County.
    • Applicant must have been in operation no later than February 15, 2020.
    • Applicants that have accepted or received funding from the Paycheck Protection Program or Economic Injury Disaster Loan are eligible, but the level of funding received will impact the applicant’s competitiveness.

Cumberland

Renew Cumberland Tier 2 CARES Act Grant was developed to address additional areas of need during the initial Renew Cumberland Grant.

  • Application Dates: 8:00 AM on Tuesday, September 8, 2020 and will continue through 4:30 PM on Tuesday, September 22, 2020. 
  • Eligibility for Child Care Facilities
    • Applicants are limited to licensed child care facilities in Cumberland County
    • A for-profit business or not-for-profit entity involved in the care of children
    • Must be Licensed by the PA Department of Human Services
    • Total employees by headcount (less than 100) on March 1, 2020
    • Negatively impacted by COVID-19
    • Business must agree to sign an acknowledgement as part of the application ensuring the accuracy of and authorization to sign the application on behalf of the business
